Important information for all vendors and contractors
On Monday, May 9, 2016, the District of North Dakota Federal Court units (U.S. District Court, U.S. Bankruptcy Court, U.S. Probation & Pretrial Services) will transition to the new financial system for the U.S. Courts called the Judiciary Integrated Financial Management System or JIFMS. JIFMS integrates with existing United States Government financial systems including the System for Award Management (SAM) and the Invoice Processing Platform (IPP).
Registering with these new systems will provide benefits to you by expediting the processing of your invoices and payments. All payments after May 9, 2016 will be disbursed by the United States Treasury.
After registering in SAM, your payments can be made via Electronic Funds Transfer (EFT) using bank routing and account numbers registered in SAM and you will no longer be issued payment via United States Treasury check. Registering in SAM allows you to manage your name, address, contact and banking information and will ensure you receive payments quickly and accurately from the United States Judiciary.
Registering with IPP (optional) will allow you to check the status of your United States Treasury payments and receive email notification of payments and remittance information. IPP provides a number of other benefits to federal judiciary vendors as well, including:
- Greater visibility into payment transaction data and documents

Ability to better manage cash flow projections
Please note that there is no fee associated with either SAM or IPP registration. Any request for payment for registration should be treated as fraudulent.
SAM and IPP (Optional) Registration
Registration in SAM and IPP is a four step process. The necessary actions are listed below and include links to each website.
Step 1: Obtain a Data Universal Number System (DUNS) number by clicking here. If you already have a DUNS number, proceed to Step 2.

Step 3: Once you have registered with SAM, please send an email providing your DUNS number to kay_melquist@ndb.uscourts.govso that we can ensure that your SAM information is properly recorded in our financial system.
Until you have successfully registered for SAM, please continue to notify us of any name, address or contact information changes. Once you begin receiving federal judiciary payments via EFT, you will no longer need to notify us of these changes as we will be using the information that you provided in the SAM system.
